I Founded the Louisiana Civic Coalition.

The Louisiana Civic Coalition is a partnership of civic associations, non-profit organizations, and government agencies. We collaborate and amplify civic efforts towards a better Louisiana.

As President of the Louisiana Civic Coalition, I advocate for all Louisiana citizens. Recently, I took action on behalf of Louisiana Civic Coalition by sending a notice to the USDA and LDH. It warned of class certification and injunctive relief for SNAP participants with disabilities. Fortunately, the Louisiana Department of Health resolved the matter promptly and with intention. SNAP recipients, formerly identified as disabled, are adequately receiving their benefits again.

Here is the link to the Notice. It alleged violations of the Americans With Disabilities Act and Medicaid Act. It explains how the Louisiana Department of Health and USDA committed discrimination related to SNAP benefits for individuals with disabilities.

As a whistleblower for the U.S. government, I discovered waste, fraud, and abuse.

On National Whistleblower Day, I expressed my gratitude to the National Whistleblower Center. From Capitol Hill, they recognized me and over 100 others for our work.

Since 2019, my disclosures to the DOJ have turned up considerations, recommendations, investigations, indictments, and prison sentences. I discovered waste, fraud, and abuse all across Louisiana.

As U.S. Senator, I will continue to advocate for the Whistleblower Protection Act and protections for tipsters.

Pandemic Oversight

How PPP Loans Are Tied to Fraudulent Political Contributions

The investigation into loan fraud among disaster recovery recipients and Louisiana politicians highlights concerns about the legitimacy of taxpayer-funded assistance. Over 100 businesses donated politically after receiving nearly $200 million in federal funds. Calls for accountability include repayments from recipients who misused funds. Government scrutiny of fraudulent PPP loans persists.

As a U.S. Senator, I will continue to promote laws that support the False Claims Act, American Anti-Corruption Act. and  Anti-Money Laundering Act of 2020 (AMLA).

Justice for Victims of Police Sexual Violence

Most in law enforcement serve us well, some don’t. One of the perpetrators in this disclosure was convicted of two rapes, one in Bossier Parish and one in St. Bernard Parish. These rapes would have been prevented if officials had honored victims’ requests for charges. But, they made preferential charging decisions as a courtesy to the officers. We are talking about first degree rape.

The article highlights the pervasive issue of police sexual misconduct in Louisiana. Victims face significant barriers to reporting, including intimidation by law enforcement.

As a U.S. Senator, I will continue to advocate for civil remedies under the Prison Rape Elimination Act (PREA).

Identified Lafitte Firefighters Living at the Fire Station

An investigation by the JPOIG confirmed that some volunteer firefighters were living at fire stations. a practice that raised concerns about the use of public funds and oversight. While firefighters typically spend time at the station for shifts, the JPOIG found evidence of full-time residency by some volunteers. The findings have prompted the Parish to focus on issues related to the management and oversight of fire protection services.

As a U.S. Senator, I will remain committed to ridding our communities of misuse of government funds and of government property.

Additionally, I Filed some Ethics Complaints and Inquiries, they are presently confidential. The Campaign Finance abuse I discovered is alarming.

Medicaid Beneficiaries: A Powerful Political Force in Louisiana

As a U.S. Senator, I will continue to promote laws that protect Medicaid participants from discrimination. Additionally, I will promote laws that support the Americans With Disabilities Act, the Medicaid Act and the Rehabilitation Act.

 Join the Campaign for Judicial Integrity in Louisiana

As a U.S. Senator I will diligently continue to promote laws to rid Louisiana of judicial corruption and fraud before the court. Pervasive judicial corruption causes irreparable legal harm to Louisiana citizens and their families. There is no good reason for a judge to accept money from an attorney who practices in their district.

Discovered Misappropriated Government Resources

Latoya Cantrell Complaint

These documents and emails describe allegations I made through Motion to Quash LLC. I accused Mayor LaToya Cantrell of New Orleans of misappropriating government resources. Specifically, I claimed that Mayor Cantrell violated prohibited franking regulations. She did this by sending emails soliciting campaign donations using government resources, which is illegal under 39 U.S.C. § 3210 and related statutes.

I submitted several formal disclosures. The Orleans Parish District Attorney, the Louisiana Board of Ethics, the Ethics House Franking Commission, and other authorities received them. This turned up investigations on the matter. Evidence includes forwarded emails from Mayor Cantrell’s campaign that contain prohibited political solicitations sent to individuals with government contracts.

The document emphasizes that government ethics laws are designed to prevent officials from using their positions for personal political gain. I sought penalties for the alleged violations. The Louisiana Board of Ethics also considered the matter.

Overall, the core issue is that Mayor Cantrell improperly used government resources for political campaign activities. Thus, violating ethics and franking laws.

As a U.S. Senator, I will commit to ridding Louisiana of corruption. I will hold accountable those who misuse federal funds, no matter the political party.

Advocating for Autism

As a U.S. Senator, I will continue to advocate for autistic individuals to protect them from unethical research and protect their privacy.

Programs With Vocational Appeal.

At one time, I was Executive Assistant for Gulf Coast Teaching Family Services and worked as a behavior specialist. I collected data and information from clients with disabilities at the Metropolitan Developmental Center. Additionally, I attended interdisciplinary meetings to collaborate with other professionals to solve problems and improve outcomes.

I founded the Hairstylists Association for Individual Rehabilitation (H.A.I.R., Inc.), an extraordinary advance in community service. It has helped thousands of children and adults from many organizations. Namely, American Veterans, Associated Catholic Charities, Autism Society, Children’s Hospital, and Gulf Coast Teaching Family Services. Additionally, H.A.I.R. FEST, Louise Davis Center, Louisiana Wishing Well, and Make A Wish Foundation. We also served Metropolitan Developmental Center, Muscular Dystrophy Association, No AIDS Task Force, and Padua House. Efforts include the Pediatric AIDS Foundation, Shriner’s Clown Unit (Emergency Transportation Fund), The Rotary Club, and Wynhoven Independent Living Center.

I created a program for H.A.I.R., Inc that focuses on a comprehensive approach to rehabilitation. This approach enables a participant to reach their highest potential. It provides community based services, programs, and assistance for disabled and troubled youths. This teaching model is the most effective way for individuals to learn life skills. Seven Major Campaigns to Support Whistlebowers

The 118th Congress has until January 3, 2025, to act on crucial whistleblower initiatives, which face political interference despite bipartisan support. Seven campaigns aim to enhance whistleblower protections and efficiency in reporting corruption. Key actions include improving programs at FinCEN, DOJ, SEC, IRS, CFTC, and establishing National Whistleblower Day.

Seven Major Campaigns to Support Whistleblowers:

The 118th Congress will end on January 3, 2025. Thus, there is one year remaining for Congress and the current-sitting executive officers to act on several pending whistleblower initiatives. These initiatives are based on the plain meaning of laws already passed by Congress and likewise have strong bipartisan support. The seven major campaigns are individually or collectively essential for the implementation of the U.S. Anti-Corruption Strategy. There is political interference by those who stand to lose when whistleblowers are incentivized and protected. These reforms should be quickly approved, but resistant executive agencies stall or block their approval. A timid Congress also contributes to the delay.

Action #1 of 2024 Call on FinCEN to Enact AML Regulations 

Passed in December 2022, the Anti-Money Laundering (AML) Whistleblower Improvement Act is the most important anti-corruption law passed in decades. The law establishes a whistleblower award program for individuals who report money laundering. It also targets sanctions violations.

Action #2 of 2024 DOJ must accept Confidential/Anonymous Disclosures

The Department of Justice still hasn’t implemented procedures for dealing with anonymous and confidential whistleblowers. These whistleblowers report violations of the Bank Secrecy Act. The Department has been legally obligated to do so since 2021.

Action #3 of 2024 Strengthen the SEC Whistleblower Program

Urge Congress to strengthen the SEC Whistleblower Program. Protect internal corporate whistleblowers by passing the bipartisan SEC Whistleblower Reform Act of 2023. Also, call on the SEC to broaden its definition of a voluntary whistleblower.

Action #4 of 2024 Support the IRS Whistleblower Program Improvement Act

The Internal Revenue Service (IRS) fails to compensate whistleblowers promptly. These delays, which the IRS admits are average over 10 years, cause untold hardship to whistleblowers. For example, many of them have lost their jobs and careers. So, their only hope for economic survival is the compensation promised under law.

Action #5 of 2024: Fix FCA loopholes

Thanks for all your support for the seven major campaigns so far! We’ve completed over half of our actions to kick off 2024, and we only have three more to go! Today’s action is very important because the qui tam provision of the False Claims Act is under attack. Whistleblower reports are responsible for over 70% of recovered assets under the FCA. (amounting to over $50 billion)

Action #6 of 2024 Strengthen the CFTC Whistleblower Program

The CFTC Whistleblower Program is in danger of being a victim of its own success. The CFTC created a fund when it introduced its whistleblower rewards program. The rewards program pays whistleblowers using the sanctions collected from whistleblower tips. But, this fund was capped at $100 million. Since the program started just over a decade ago, many whistleblowers have come forth. As a result, this fund is almost out.

Action #7 of 2024 Make National Whistleblower Day a Federal Day of Observance

Today marks the end of our seven major campaigns of action to start the new year. Today’s action is significant. As many of you know, each year, the National Whistleblower Center holds a celebration for National Whistleblower Day. Congress recognizes the day each year. Still, they have not taken action to permanently recognize July 30 as National Whistleblower Day.

Today is our last of seven days of action with the NWC to start the new year. Action 7 of 2024 is to recognize National Whistleblower Day. As many of you know, each year, the National Whistleblower Center holds a celebration for National Whistleblower Day. Congress recognizes the day each year. Yet, neither Congress nor the White House has taken action to permanently recognize July 30 as National Whistleblower Day.

On July 30th, 1778, the Founding Fathers instituted the first U.S. Whistleblower law to protect the government against fraud. We should celebrate this important part of history. I have long supported whistleblowers. A Marist Poll conducted by Whistleblower Network News demonstrated that the majority of voters in the U.S. also support whistleblowers. They also support increased Whistleblower protections. This bipartisan support for whistleblowers would surely extend to a Federal Day of Observance, like National Whistleblower Day.

Specifically, I am advocating for a mandate that federal agencies educate their employees about their right to blow the whistle. They should also celebrate the contributions whistleblowers have made to their agency and our democracy every year on July 30th.

Executive Order

Action 7 of 2024 urges President Biden to take executive action on behalf of whistleblowers. In doing so, he would be taking a tremendous step forward. This would enhance the federal government’s recognition of whistleblowers.

Urge the President to sign an Executive Order setting forth the following:

(1) July 30th is designated as “National Whistleblower Appreciation Day”; and

(2) The Federal Government shall implement the intent of the Founding Fathers, as reflected in the legislation passed on July 30, 1778 (relating to whistleblowers), by requiring each executive agency to recognize National Whistleblower Appreciation Day by—

(A) informing employees, contractors working on behalf of the taxpayers of the United States, and members of the public about the legal right of a United States citizen to “blow the whistle” to the appropriate authority by honest and good faith reporting of misconduct, fraud, misdemeanors, or other crimes; and

(B) acknowledging the contributions of whistleblowers. They play a vital role in combating waste, fraud, abuse, and violations of laws and regulations of the United States.

Whistleblower Contributions

Action 7 of 2024 recognizes the courageous contributions that whistleblowers have made to rooting out waste, fraud, and abuse. Whistleblowers are credited with bringing in billions of dollars per year to U.S. government coffers. The culture around whistleblowers, though, remains that of being ostracized and retaliated against.

Now more than ever, we need a permanent day of recognition for whistleblowers. This will show our nation’s commitment to truth, anti-corruption, and effective law enforcement. Help us make each July 30th National Whistleblower Day. This will change the culture. We can truly honor the contributions of whistleblowers. We will also foster their courage to speak up about wrongdoing.

Why We Celebrate National Whistleblower Day
The history of National Whistleblower Day dates back to the founding days of our nation. On July 30th 1778, The U.S. Continental Congress passed America’s first whistleblower law during the height of the American Revolution. To honor this history and the foundational nature of of whistleblowing in America, we celebrate National Whistleblower Day every year on July 30th.

Senator Chuck Grassley (R-Iowa) signed the first National Whistleblower Day 10 years ago.Since then, NWC has supported an incredible group of whistleblowers and their bi-partisan allies in Congress to continue the NWD tradition. 

In recognition of the sacrifices of whistleblowers, and in honor of the crucial contributions that whistleblowers have made to our democracy, Motion to Quash LLC stands with NWC wholeheartedly alongside the whistleblowers. We’re calling on both chambers of Congress and President Biden to permanently designate July 30 as National Whistleblower Day in the U.S. This is the single most important action the Federal Government can take to acknowledge the importance of whistleblowing and combating the culture of retaliation against whistleblowers. Ugo Bernalicis was elected to the French National Assembly in 2017 and represents La France Insoumise. As a member of the National Assembly, Bernalicis is committed to bettering France’s whistleblower laws. He has proposed numerous improvements which he continues to advocate for. Although it is believed that the EU Directive was modeled on French whistleblower laws, there is still room to improve. In his remarks, Mr. Bernalicis will discuss needed improvements to French whistleblower law and his general support for whistleblowers.

I’m honored to be recognized by the NWC for a third year for disclosing public corruption, fraud, and misuse of public funds in Louisiana.

On July 30th, the United States will celebrate National Whistleblower Day, the 244th anniversary of the country’s first whistleblower law. This year NWC will celebrate with three days of live events. Each July 30th, the National Whistleblower Center holds an annual event where the varied accomplishments and impacts of notable whistleblowers in our nation’s history are celebrated. Speakers, participants, and the whistleblowers celebrated come from across the political spectrum, joining together to recognize the importance of protecting whistleblowers. Past speakers include Labor Secretary Marty Walsh, SEC Chair Gary Gensler, Senator Chuck Grassley, and Senator Tammy Duckworth.Last year, more than 10,000 people tuned in to watch the National Whistleblower Center’s Whistleblower Day event, with dozens of different advocates, policymakers, and whistleblowers speaking on the full range of pressing whistleblower issues. It is a forum to discuss the substantial impact of whistleblower information on exposing corporate fraud, the misuse of public funds, wildlife destruction, the shirking of safety regulations, and any other behavior that harms the public. This year our program will span from July 28 through 30th as follows: Day 1: Legislators, Regulators, and Government Officials; Day 2: International Whistleblowers and International Whistleblower Advocates; and Day 3: Recognizing Whistleblowers and U.S. Whistleblower Advocates. Our program is in the works, and the best way to stay updated about latest developments is to RSVP! NWC is committed to advocating for whistleblowers and spreading public awareness about the adversity whistleblowers face—to continue with this mission, we need your support. WE MADE HISTORY IN JULY!

I attended the National Whistleblower Center’s (NWC) National Whistleblower Day celebration. It was a masterclass celebration honoring the amazing contributions of whistleblowers and I’m so grateful I was recognized. We made history!

Celebrating whistleblowers is not always fun. It takes determination and commitment to stand beside other whistleblowers against waste, fraud, and abuse. But, the monumental support at this National Whistleblower Day inspired me. I am confident that we can stand up and speak truthfully. 

Largest and Most Prestigious National Whistleblower Day in History!

While more than 1000 people RSVP’d for National Whistleblower Day this year, even more showed up to join the celebration! Our 2021 National Whistleblower Day celebration had nearly 10,000 people in attendance, celebrating whistleblowers. Together, we made history.

The event featured Jan Turner, FBI Whistleblower, as the Mistress of Ceremonies. It also included more than 60 speakers. With over a dozen panels, it was the largest National Whistleblower Day event in history.

Celebrating Whistleblower Victories

Besides our unprecedented success at National Whistleblower Day, many pieces of whistleblower protection legislation were recently introduced:

The reintroduced Congressional Whistleblower Protection Act of 2021, by Sen. Dianne Feinstein (D-CA) in the U.S. Senate, would protect federal employees, current and former, right to petition or reveal information to Congress. NWC, joined by POGO, TAF, and WoA, issued a letter of support for this bill on July 28. Motion to Quash LLC firmly supports this bill.

Additionally, the Whistleblower Protection Improvement Act of 2021 (WPIA), introduced by a bipartisan group of Representatives led by Rep. Carolyn Maloney (D-NY), would strengthen whistleblower protections for federal employees who expose wrongdoing. They will have greater legal recourse against retaliation including access to a jury trial.

Finally, the IRS Whistleblower Program Improvement Act of 2021, introduced by Sens. Charles Grassley (R-IA) and Ron Wyden (D-OR), would help the integrity of our nation’s tax system. Namely, by strengthening and improving the IRS Tax Whistleblower Program. NWC, joined by TAF, POGO, and GAP, issued a letter of support on June 16.

Motion to Quash LLC thanks and recognizes the efforts of NWC, Sen. Dianne Feinstein, Rep. Carolyn Maloney, Sen. Charles Grassley, and Sen. Ron Wyden for introducing these important bills and for their continued support for whistleblowers.
